여기서 cost가 cost라는 동사의 과거형임이 포인틉니다.
즉 <그들의 간섭이 치른 (죽은) 아프리카인들의 목숨(생명)>에 대한 고려가 거의 없이--->라는 뜻이죠. their 앞에 관계대명사 that가 생략되어 있습니다.
